This guide is strictly building science: the conditions that let growth establish, and what a council can change. Mould needs sustained moisture, and in strata buildings that moisture comes from a short list of suppliers a council can actually control: chronic condensation, envelope leaks, weak ventilation, and dead air. Prevention is moisture control wearing a different name

Strip away the alarm around the word and the engineering is plain: growth follows sustained damp, so a building that keeps its surfaces dry most of the time is a building where mould struggles to establish. Metro Vancouver raises the stakes on both sides of the envelope. The five building-side conditions

Chronic damp: any surface that never fully dries

Growth needs sustained moisture, and a surface that gets wet and dries within a day or two is a poor host. The dangerous surfaces are the ones that stay damp for weeks: a wall below a slow leak, a sill that pools every morning, crawlspace framing over exposed soil. Cutting the drying time is prevention in its purest form.

Cold spots: the surfaces that condense ordinary air

Uninsulated slab edges, corner framing, and thermally bridged details run cold enough to condense the humidity of a normally occupied suite. Weak ventilation: moisture with no exit

Failed bathroom fans, recirculating range hoods, blocked ducts, and seized rooftop exhaust units leave each day's moisture in the suite air, where the cold spots harvest it. Ventilation is the cheapest of the three conditions to fix and the one that pays off fastest.

Envelope leaks: water arriving from outside

Failed sealant joints, cracked cladding, and flashing defects wet assemblies from the weather side, and hidden wetting supports hidden growth. Rain-correlated stains, musty odours on exterior walls, and paint failure at penetrations all justify envelope investigation rather than surface cleaning.

Dead air: furniture, storage, and closed rooms

Air movement dries surfaces. Wardrobes pushed against exterior walls, packed closets on corner framing, and storage rooms that never see an open door create still, cool microclimates where damp lingers. Layout guidance to residents costs nothing and removes a surprising share of complaints.

Read the pattern before assigning blame

The fastest diagnostic a council owns is the stack pattern. One damp suite in a dry building is usually a suite-level story: moisture load, habits, a failed fan. The same black corner appearing in unit 302, 402, and 502 is a building-level story, because three households do not coincidentally park their wardrobes on the same cold spot. Rain correlation is the other axis. What a council can fund, in order of return

Ventilation first. Fan repairs, duct cleaning, timer switches, and rooftop exhaust service cost little, need no engineering, and cut the moisture supply to every cold surface in the building at once. Resident guidance rides along free: run fans through and after moisture events, keep furniture a hand's width off exterior walls, report damp early.

Envelope second. Sealant renewal, flashing repairs, and crack repair close the rain paths, and they are inspection-driven scopes a rope access crew can survey cheaply on a tower. Chronic leak locations that have wetted assemblies for seasons deserve exploratory openings, because what matters is what the water has been doing inside the wall. Thermal third, because it is the most expensive and the most permanent. Insulating cold details, breaking thermal bridges during recladding, and renewing windows lifts the temperature of the surfaces that condense ordinary living. Close the loop with verification. After any fix, ventilation, sealing, or envelope repair, re-check the affected locations through the following winter: dated photos, a glance with a moisture meter, a note in the council file. Damp that stays gone confirms the diagnosis. Damp that returns says a second source is still active, and catching that in one season instead of three is the difference between a small scope and a big one.

Can painting over a stained wall fix the problem?

No. Paint hides the record and changes none of the conditions, and growth resumes behind or through the new coating because the surface is still damp on schedule. So-called anti-mould paints resist surface growth on their own film but do nothing about moisture arriving from a cold surface or a leak. Repainting is the last step, after the moisture source is fixed and the surface has been properly cleaned or replaced.

Which parts of a building should councils check for chronic damp?

The cold and the still places: closet corners on exterior walls, the walls behind wardrobes in perimeter bedrooms, window sills and frames on north elevations, bathroom ceilings around underperforming fans, crawlspaces and storage rooms, and any suite directly above an open or unheated parkade level. Does staining always mean the building has a leak?

No, and that assumption misdirects a lot of strata spending. Condensation on a cold surface produces staining identical to leak staining, and it is the more common cause on the winter reports we assess. The separation comes from correlation: leak-fed damp tracks rain events on the exposed elevation, condensation-fed damp tracks cold weather and occupancy. Getting that call right decides whether the fix is envelope repair or thermal and ventilation work.

Those conditions can reduce the risk substantially.

How does ventilation help prevent mould?

It shortens how long surfaces stay damp, and drying time is the whole game. Working exhaust removes moisture at the source before it migrates to cold corners, and general air movement keeps surface humidity closer to room humidity, so overnight condensation dries by mid-morning instead of lingering into the afternoon.
