Scuppers explained: the openings that keep roofs and decks from filling up

A scupper is the simplest drainage device on a building: a hole through a wall, lined and flashed, that lets water out sideways. There is no pipe to freeze, no strainer to crush, no mechanical part at all. And yet blocked scuppers sit behind a remarkable share of the storm-day leak calls we attend across Vancouver and Burnaby, because the simplest device on the building is also the easiest one to forget.

Where scuppers live on a Metro Vancouver building

Stand across the street from almost any concrete mid-rise in Vancouver, North Vancouver, or Burnaby and look at the parapet line. The small rectangular openings punched through the wall are scuppers. Some sit right at roof level and do the everyday draining. Others sit a few centimetres higher and exist only as overflows, the backstop for the day the internal roof drains blind over. Lower down the building, the same device appears at balcony edges and terrace guard walls as deck scuppers, draining one exposed deck each.

The distinction matters because the two types fail differently, and they are found by different people. A blocked parapet scupper announces itself with a flooded roof and a leak in the top floor. A blocked deck scupper announces itself with a wet carpet in one suite, and the strata hears about it from a single resident rather than from the building.

Blinding: how an opening seals itself

Scuppers rarely clog the way a pipe clogs, gradually and from the inside. They blind. Debris floats on the rising water, drifts to the wall, and the current pins it flat across the opening like a patch. The tighter the mat seals, the harder the water pushes it into place. Ten minutes into a heavy storm, a scupper that was passing water can be sealed shut, and from the roof side all you see is a pond with no obvious cause.

Wet-coast vegetation makes it worse. Cedar and hemlock needles knit into dense felts that a jet of water will not shift, and moss colonizes any opening that stays damp through summer. This is why a scupper check is a physical, hands-in-the-opening job. Looking down the parapet from roof level tells you almost nothing, and the outside face, where the blinding mat and the leader head live, can only be reached from below on a lift or from above on ropes.

The downstream half: leader heads and downspouts

A scupper that discharges cleanly straight down a facade will stain it, so most are paired with a leader head, the open-topped collector box on the wall, feeding a downspout to grade. Each element in that chain can block independently: the opening, the box, the downspout elbow. Clearing the scupper while leaving a packed leader head just moves the overflow point one metre down the wall. The same chain logic applies on low-rise buildings, where gutters and downspouts do the collecting and the failure patterns rhyme with everything above.

What we check, and when

On our drainage rounds a scupper check covers four things: the opening itself, cleared by hand and flow-tested; the liner and flashing, because a corroded liner leaks around itself into the parapet; the leader head and downspout below; and the staining pattern on the wall, which records how the outlet has been behaving between visits. Timing follows the trees. A scupper cleared in September will catch the October leaf drop, so the visit that matters most lands after the deciduous trees finish and before the deepest storms arrive, with the full-year cadence laid out in the building drainage hub. What does staining on the wall below a scupper outlet mean?

Read it by pattern. A clean vertical streak below the opening means the scupper flows regularly, which is normal for a primary outlet but a warning if that scupper is supposed to be an overflow that only runs when the roof is in trouble. A fan of dirt and algae spreading from the edges of the opening suggests water is seeping around a failed liner rather than flowing through it, and that is a flashing repair rather than a cleaning.

How does a blocked scupper flood a roof or deck?

The scupper is the low exit, so once it blinds off the water level rises across the whole surface it serves. On a parapet roof the pond deepens until it reaches an overflow, if one exists and is clear, or climbs above the membrane upturns and enters the assembly. On a balcony the water tops the door threshold, which is often only a few centimetres above the deck, and the leak arrives inside the suite rather than through the roof.

Should scuppers have screens or guards fitted?

It depends on the debris source, and it is a real trade-off. A screen stops leaf mats from blinding the opening, but the screen itself becomes the collection point and needs its own cleaning cycle, and an unmaintained screen blocks faster than a bare opening. On roofs under heavy tree cover we generally fit and maintain guards. On exposed high-rise parapets with little debris we often leave openings bare and put the money into scheduled checks instead.

What is the box on the wall under a scupper called?

That is a leader head, also called a conductor head or collector box. It catches the water jetting out of the scupper and funnels it into a downspout so the facade below stays dry. Leader heads block in their own right, because they are open at the top and collect the same debris the scupper passes, plus moss growing in the standing damp. A packed leader head sends water sheeting down the wall, which is how facade staining and window leaks start.

How are scuppers cleaned on a high-rise or mid-rise building?

From the outside, on ropes. The blockage usually sits in the opening or in the leader head on the wall face, both unreachable from the roof side without leaning over the parapet. Do scuppers freeze in Metro Vancouver winters?

A few times most winters, yes. Vancouver freeze events tend to be short, but a scupper holds a shallow film of slow-moving water at an exposed edge, which is exactly where ice forms first. Ice in the opening acts like a debris blockage, and the melt that follows a freeze often arrives as rain, so the roof gets peak inflow while its outlet is still sealed with ice. Clearing debris before the freeze season removes the material that traps water in the opening.

Is a scupper better than an internal roof drain?

Each suits a different building. Scuppers have no internal piping to block or leak inside finished space, they are visible from the ground when flowing, and they are simple to clear from ropes. Internal drains handle larger roofs with long runs to any edge, and they do not stain the facade. Many Metro Vancouver buildings run both: internal drains as primary, scuppers as overflow. What matters more than the choice is that whichever system exists gets checked on a schedule.
